Why “appointed”. Regulation 27 obliges the resolution professional to appoint two registered valuers, which is the only route by which a valuer’s name reaches a plan or liquidation order. This is a floor, not a mandate count — IBBI does not publish valuer appointments, so only appointments an order happens to print are counted. Matched to this valuer by IBBI registration number, never by name alone. Averages are measured commencement date to outcome date; time to a liquidation order and time to an approved plan are different clocks and are never averaged together.
